While I was up at the tower the other day one of the engineers there was trying out the Rohde & Schwarz FSH3 TV Analyzer. It's a compact handheld spectrum analyzer that you can order with a ATSC measurement pack.. He was tuning a Harris Sigma UHF Transmitter at the time and was using the FSH3 to tune the IOT. He reported that it worked well and was within his budget to buy one. He believed it was the only affordable piece of test gear out there that you could tune a transmitter with.
